Blue Ridge Heritage, Inc. (Owner) is requesting sealed bids for construction of the Rocky Knob Heritage Center Site Improvements located in Patrick County, VA. The Base Bid includes site excavation and construction of foundations for circular seatwalls and a fireplace with chimney. Bid Alternate #1 requires demolition and removal of a wood-framed storage building and removal of exterior siding which contains asbestos. Asbestos-laden material is to be handled in accordance with all local, state and federal laws governing its removal and disposal including worker protection.
This project is funded by the Federal Highway Administration (FHWA) Moving Ahead for Progress in the 21st Century (MAP-21) program through the Virginia Department of Transportation (VDOT). It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD’s website (http://www.SBSD.virginia.gov ) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited.
DBE contract goals have not been established on this contract; however, contractors/consultants are still encouraged to employ reasonable means to obtain DBE participation. The New River Valley Regional Commission (NRVRC) is administering the MAP-21 funds. The Owner has obtained approval of the plans and specifications from VDOT. The drawings and specifications contained in the bid package can be submitted for your review and bid consideration.
Two (2) copies of the sealed bid will be received by 10:00am (local prevailing time) on Thursday February 23, 2023 at the New River Valley Regional Commission, 6580 Valley Center Drive, Suite 124, Radford, VA 24141 Any response received after that time and/or date will be returned to the offeror unopened. Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

A Mandatory Pre-Bid Conference is scheduled for Thursday February 2, 2023 at 2:00 p.m. at the Project Site (farm house), 902 Rock Castle Gorge Road, Floyd, VA. *In the case of inclement weather, a zoom link will be provided for the pre-bid conference. The NRVRC shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerers, and reserves the right to waive informalities and irregularities, and to accept or reject any or all bids.
Any award will be contingent on the approval of VDOT.
Bidder originated deviations or alternates must be submitted, in writing, with your bid. Such deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order.
