Sheffey Park Boat Access Facility- Pulaski County New River Water Trail

Located 7422 Hazel Hollow Road, Radford, VA 24141

The project includes several related components: construction of a boat launch, parking suitable for vehicles with trailers, and a foot path connecting Smith Farm Park (currently being developed).

This notice shall satisfy procedural requirements for activities to be undertaken by Pulaski County, Virginia.

FINDING OF NO SIGNIFICANT IMPACT

The New River Valley Regional Commission has determined that the Pulaski County- Sheffey Park project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the New River Valley Regional Commission 6580 Valley Center Dr., Radford, VA 24141, and may be examined or copied weekdays from 9 A.M to 4 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to New River Valley Regional Commission office responsible for receiving and responding to comments.  All comments received by October 28, 2024 be considered by DHCD, who will not release any ARC funds or take any administrative action on the within project prior to December 1, 2024.

ENVIRONMENTAL CERTIFICATION

New River Valley Regional Commission certifies to the State of Virginia that Kevin Byrd in his capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State of Virginia’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Pulaski County to use Appalachian Region Commission (ARC) Program funds.  Comments must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Sec. 58.76), and may be addressed to:
